By now you know CSHB 1 did pass the House. It contains NO NEW MONEY for schools, replaces our current distribution system with formulas that no one understands. The Mid-size adjustment will become a scale index that flattens with approximately 2200 students.

Our members MUST contact their senators and encourage them to consider this bill as a shell, with the hopes the senate can create a viable plan for the children of Texas. The only salvageable component of this bill is: Requires sales disclosures on property.

The amendment that was originally presented by Grusendorf Tuesday, May 4, 2004 removed the enrichment tax. In other words, a school could not raise the tax rate for any additional funding - even if the district has not reached the $1.50 cap. When questioned on the floor, he said that he would make the change; however, the bill and amendment was passed "as is"!

The Senate will begin considering school finance reform legislation Monday afternoon. If you have not already contacted your senator, please do so now. The impact of the mid-size district adjustment for all districts in 2003-03 by senate district is posted on our web site under “Special Session” on the Legislative Information page.
